Eligibility Criteria

To be eligible for the Odisha Civil Services, candidates must fulfill the following conditions:
  • Nationality: The candidate must be a Citizen of India.
  • Educational Qualification: You must hold a Bachelor’s Degree (Graduation) from any recognized Indian University (Central/State/UGC-deemed) or an approved Foreign University.

Age Limit (As of January 1, 2025)

  • Minimum Age: 21 Years.
  • Maximum Age: 42 Years.
  • Birth Date Range: Candidates must be born between January 2, 1983, and January 1, 2004.
Upper Age Relaxation:

  • 5 Years Relaxation: For SC, ST, SEBC, Women, and Ex-Servicemen.
  • 10 Years Relaxation: For PwD candidates with at least 40% permanent disability.
  • Note: PwD candidates belonging to SC/ST/SEBC categories are entitled to cumulative age relaxation.

Candidates are required to pay a non-refundable-upfront fee, which is subject to a unique refund policy based on attendance.

  • Fee Amount: Rs. 700/- (Rupees Seven Hundred only).
  • Exempted Categories: Candidates belonging to SC, ST, and PwD (with 40% or more disability) are not required to pay any examination fee.

OPSC OCS Recruitment 2026: Selection Process

Stage I: Preliminary Examination (Screening Test)

The Prelims is an objective-type (MCQ) exam meant only for shortlisting candidates.

  • Paper-I (General Studies): 200 Marks (2 Hours). This paper determines your rank to qualify for the Mains.
  • Paper-II (CSAT): 200 Marks (2 Hours). This is a qualifying paper. You must score at least 33% (66 marks) to have your Paper-I evaluated.
  • Negative Marking: Be careful—there is a penalty of 0.33 (one-third) marks for every incorrect answer. Multiple answers selected for a single question are also treated as wrong.

Stage II: Main Examination (Written Test)

Candidates who pass the Prelims enter the descriptive stage, which consists of 9 papers in total:

Part-I: Qualifying Papers (Standard: Matriculation)

  • Odia Language: 250 Marks
  • English Language: 250 Marks
  • Note: Marks from these two papers are NOT counted for the final merit list, but you must pass them to proceed.

Part-II: Merit Ranking Papers (250 Marks Each)

These 7 papers determine your final score:

  • Stage III: Personality Test (Interview)

Marks: 250 Marks

Candidates are invited for the interview based on their performance in the Main Examination (Part-II).
